Perry Holmes
OPAO President 

Perry Holmes began working for the Winn Parish Police Jury in 1992 as an equipment operator.  He became the Assistant to the Superintendent in 1996 and started taking bridge inspection and safety classes from the LTAP center.  In 1999, he became the Road Superintendent. 

Perry joined the Louisiana Parish Engineers and Supervisors Association and served as Region 8  director, and has since served as Treasurer, Vice President, and President.  While he was President, LPESA planned a national convention that was held in Baton Rouge.  Currently, he is serving his second term as President. 

Day to day, as Road Superintendent, he oversees the maintenance and repair of the 700 plus miles of roads throughout Winn Parish.  An important goal is to improve the parish bridges, and there have been 12 successfully built during his tenure as Superintendent. 

He is also part owner of the Family JewelBox located in Winnfield.  He does the maintenance work that is needed and builds trophies.  He is married to Phyllis and is the father of two children, Derrick and Sara, and father-in-law to Jeremy Davis.  He is the proud grandfather of Elijah Holmes and Victoria Davis.
