The Organization of Parish Administrative Officials ("O.P.A.O.")
The OPAO is designed to bring together the persons who administer parish government. Members include secretaries, treasurers, chief administrative officers, parish managers/administrators, and other administrative staff, support personnel, and jurors and councilpersons . OPAO offers an annual conference designed to bring parish administrative professionals from across the state to collaborate and address parish government-related issues. The 2024 OPAO 69th Annual Conference was held Wednesday, July 31, 2024 through Friday, August 2, 2024. The event was a resounding success. Below, available to PJAL members who are logged in are the presentations and a little lagniappe. Solar Farm/Solar Generation Facility/Solar Energy System Seventeen (17) states have enacted state legislation regarding solar farms. By their very nature, parish governing bodies ("Parishes") are the most accessible form of government for the public. Land use decisions are typically considered quintessentially local matters. See Article 6, Section 17 of the Louisiana Constitution. What types of solar farm ordinances have other parishes enacted? How about counties in other states? Refer to documents in the file library below for examples of solar farm regulation.

Solar farm regulation will be a big topic during the 2025 and likely 2026 legislative sessions. Although the Department of Natural Resources was tasked with promulgating solar farm regulations in 2021, no rules have been published. By its very nature, local government is closest to the people, and land use decisions are typically considered quintessentially local matters. What are other Parishes doing?
