Officials of Louisiana Parishes and Municipalities

RE: Application and Fee Schedule for Plan
Reviews for compliance with the Louisiana State Uniform Construction Code
Dear Sir/Madam,
As you are aware, Act 12 of
the 2005 First Extraordinary Session will require all new construction within
the state to comply with the provisions of the new State Uniform Construction
Code after January 1, 2007. This legislation also permits this office, the
Office of State Fire Marshal, to establish contract agreements with
municipalities and parishes in order to provide code enforcement on behalf of
the municipality or parish.
After January 1, 2007 this
office will be providing plan review of structures excluding one-and-two family
dwellings for compliance with the applicable requirements of the Louisiana State Uniform Construction Code (LSUCCC)
on behalf of any parish or municipality that requests our assistance. As such,
it will be necessary for each applicant to determine if the proposed structure
is to be located within a parish or municipality that has contracted with this
office to provide this service or if other arrangements have been made.
Attached you will find a
revised Plan Review Application for use with all projects. A check box has been
included at the top of the application to indicate whether a LSUCC review is
requested. Also attached is a fee schedule for payment that is to be submitted
with the application. Please note that the fees are required in addition to the
Life Safety Code/Accessibility/Energy Code review fee.
Review comments stating the requirements of applicable laws, rules and codes,
including the State Uniform Construction Code will be published in the same
letter as our current Life Safety/Accessibility/Energy Code review letter. Any
conflicts or duplicate requirements will be identified and addressed during the
review process.
In order to ensure that the
proposed projects can be expeditiously reviewed, the requirements of the LSUCC should
be addressed in the documents submitted for review. Codes referenced are as
follows:
2006 International Building Code, (excluding Chapters 1,
11, 27, and 29);
2006 International Existing Building Code, (excluding
Chapter 1);
2006 International Mechanical Code;
2000 Louisiana State Plumbing Code;
2006 International Fuel Gas Code;
2005 National Electric Code.
The revised application, a
plan review checklist, and other information will be made available on our web
site at http://www.dps.state.la.us/sfm/index.htm. Please check this site for this and other
information as it becomes available.
Please feel free to call if
you have any questions, comments or suggestions.
Sincerely,
Lawrence “Joe” Delaune,
